Public Sector Asset Sharing Platform

Most public sector organisations have specialist assets that they do not use all the time (e.g. specialist cleaning equipment, specialist gardening equipment, minibuses or other forms of transport). Why not make these assets available to other public sector organisations for short periods? This would generate additional revenue for the organisation that owns the asset while also saving money for the organisation using the asset. In the past trying to set up lots of very short-term arrangements with multiple parties would have been too difficult, but with an online platform managing the informational flows should be relatively easy.
