Monmouthshire’s Big Deal
Monmouthshire’s challenge is to creatively dissolve the silos between local government, business and community. We want to create a unified approach that brings together sustainability, enterprise, conscience and value in a “blended” organisation. This challenge, framed with expectations of our technology-enabled, increasingly sophisticated society, alongside public services grounded in structures and practices that are risk-averse, segregated and bureaucratically inflexible, amplify the need to create a new future. Monmouthshire has recognised that failure to address this widening gap between public expectations and the capacity to serve them, ultimately results in the marginalisation of the public sector, at a time when its leadership and innovation are needed more than ever. Monmouthshire is creating new ways of working to meet rising public expectations amidst falling public resources.
Our Big Deal programme that works on three inter-linked levels: Culturally, we will develop an ‘intrapreneurship’ programme helping grow talent within and an open call to enlist 1% of the county’s population to work as agents of change. Structurally, we're developing innovative partnership frameworks engaging expertise and unique delivery vehicles At policy level, we’re developing bespoke frameworks in the renewable and digital fields to exploit ‘social-commercial’ opportunities. The ultimate goal of Monmouthshire’s Big Deal programme is reframing the relationship between the local authority, private sector, social enterprise and citizens.
We renounce the traditional role as gatekeepers arrogating production of local solutions to ourselves alone. Becoming an enabling organisation that facilitates the aspirations of all our communities and stakeholders, and can dynamically and flexibly, respond to and foresee changing needs and develop innovative solutions is fundamental. Monmouthshire will be a truly ‘blended’ organisation seamlessly linking public-private-community, with the goal of becoming a beacon of innovation for Wales and a blueprint for a newly emerging UK public service.
